Gohan wouldn't hold back. The whole point of them sparring was for the both of them to get stronger. Goten would have to get hurt pretty badly whilst fighting otherwise it would completely null the point of them training.

I'd personally say maybe 15%.

They weren't preparing to fight to the death like at the cell games, just a world tourney. I think Gohan was stronger than both of the boys, but more like a Goku and Vegeta margin at the games, than a Gohan and Vegeta margin

Before the tournament, while Goten trained with Gohan, Trunks trained with Vegeta. Vegeta unlike Gohan would never hold back against anyone. Since the results of vegeta/trunks spar and gohan/goten spars were similar, it's safe to assume that Goten SSJ's power is a good percentage of Gohan's power. That goes to show that Goten SSJ would beat everyone on the list
	We Super Saiyans are in a league of our own.

If you train well, maybe you’ll be able to enter the Tenkaichi Budoukai too!?” Goten: “Really!? But Trunks is even stronger than me. We play-fight together!” Gohan: “Really!? That’s how you guys have been playing?...thinking If I’m not careful, I’ll be outstripped…by these little squirts…” that's a bit more than an assumption. the statement was in a conversation about goten entering the budokai, and was referring to that. when the context supplies the time frame, the statement itself doesn't need to.
